Short Description:

DC1C-PIV Team is looking for a solution-oriented IAM (Identity Access Management) Developer to work in support of the Personal Identity Verification (PIV) based Logical and Physical Access Control Solution.

Skills/Required Years of Experience:

Bachelor’s Degree in Computer Science, Computer Engineering, Information Systems, Mathematics or Engineering (Required)
API development using Java experience (with Groovy scripting experience a plus) (Required 3 years)
Identity and Access Management (IAM) product experience and/or certifications (e.g., ForgeRock) (Required 3 years)
Product development experience with HTML, CSS, and JavaScript frameworks (i.e. AngularJS, Bootstrap) (Required 3 years)
Web development experience with AJAX, REST, and JSON (Required 3 years)
Knowledge of Federal Identity Credential Access Management (FICAM), Homeland Security Presidential Directive 12 (HSPD-12) and Federal PKI technologies (Required 3 years)
System Development Lifecycle experience (Required 3 years)
Strong communication skills – written and verbal (Required 3 years)
Familiar with DevOps Tools such Jenkins, GitHub and Maven (Required 1 year)
Programming work experience (or equivalent college experience) in the field of Information Technology (Required 2 years)
Cloud infrastructure configuration experience (e.g., AWS, Azure) (Desired)

Complete Description:

The IAM Developer will work within the DC1C-PIV program team to administer and support the PIV Physical Access Control platform and contribute to the enhancement of solution by developing API, UI and customizing enterprise IAM products.

Detailed Responsibilities Include:

· Design and implement comprehensive solutions to support system and physical access using PIV, PIV-I (PIV-inter-operable) and CAC (common access card) credentials through identity and access management technology.
· Develops custom Java programming code to support identity, credential and access management services
· Works closely with project IAM Architect and Program Leads to identify key IAM technical components as aligned to project requirements, assist in prioritizing development efforts, catalog IAM component to project requirements, and assign them to project use cases and sprints.

The DC1C-PIV Team supports the provisioning of digital federated credentials to be used for access to services. The enterprise Oracle Waveset / ForgeRock OpenAM Identity and Access Management (IAM) platform supports the program’s business activities.

DC1C-PIV Team is looking for an experienced, independent and solution-oriented IAM Developer to work in support of the PIV based Logical and Physical Access Control Solution using Federal PIV Card and contribute to the development and maintenance of Custom UI, API and ForgeRock OpenAM Access Management (IAM) platform customization.

The IAM Developer will work within the DC1C-PIV program team to administer and support the PIV Physical Access Control platform and contribute to the enhancement of solution by developing API, UI and customizing enterprise IAM products.

Responsibilities:
1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
3. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.

Minimum Education/Certification Requirements    :
Bachelor’s degree in Information Technology or related field or equivalent experience; or a current Project Management Professional (PMP) Certification
