DHCF is currently seeking an experienced Technical Project Manager to provide a complete range of support for the management and operations of CIO Projects and Programs in support of the Systems Development Life Cycle for DHCF.
Skills/Required Years of Experience:
Experience in the management and delivery of enterprise (5000 users) technical projects to multiple government agency stakeholders.
Solid technical background, with understanding or hands-on experience in systems design, cyber security, software development and web technologies (Required 11 years)
Managing SQL Server Database Development Projects (Required 7 years)
Managing SharePoint Implementation projects (Required 5 years)
Served as SCRUM Master and Product Owner (Required 7 years)
Worked with production support tools (JIRA, Git, Sonar, ALM) (Required 7 years)
11-15 yrs in progressive consulting leadership role, providing full lifecycle services in enterprise environment (Required 11 years)
11-15 yrs managing, coordinating, and establishing priorities for entire project lifecycle (Required 11 years)
Bachelor’s degree in IT or related field or equivalent experience (Required)
MBA or MS/MA Degree in Management, Administration, Information Technology, Computer Science, Cyber Security or related Technical Discipline (Highly desired)
Excellent client facing and internal communications skills (Required 11 years)
Solid organizational skills including attention to details and multi-tasking skills (Required 11 years)
The Department of Health Care Finance (DHCF), is to improve health outcomes by providing access to comprehensive, cost-effective and quality healthcare services for residents of the District of Columbia. In addition to the Medicaid program, DHCF also administers insurance programs for immigrant children, the State Child Health Insurance Program (S-CHIP or CHIP) and Medical Charities (a locally funded program).
The Project Management Office is a supporting arm of the Office of the CIO; it defines and maintains standards for project delivery and is also the source of documentation, guidance and metrics on the practice of project management.
The PMO’s mission is to further the understanding of Project Management, deliver successful methodology, encourage professional development, create the professional tools needed for successful Project Management, and promote the need for continuous improvement.
•Serves as the single management focal point and is responsible for the execution of the project
•Builds and maintains a strategic enterprise partner relationship with the Director
•Apprises the Director of all significant issues in a timely manner
•Provides strategic guidance, vision, and direction to the project team
•Ensures program integration across task areas, groups, and functional/technical teams and delegates administrative, financial, and coordination duties as necessary
•Ensures use of innovative processes to plan, organize, and control activities, manage risks and to monitor performance
•Ensures all task areas meet cost, schedule, quality, and performance requirements
•Drives effective teamwork, communication, collaboration and commitment across multiple disparate groups with competing priorities
•Analyzes significant deviations from plan, takes corrective actions, and forecasts any impact on contract deliverables
•Oversees definition of and adherence to standard processes
•Oversees staffing process, including staff need forecasting
•Oversees staff performance, plan development, career growth, and appraisal process.
•Chairs the process
Minimum Education/Certification Requirements:
• MBA or MS/MA Degree in Management, Administration, Information Technology, Computer Science, Cyber Security or related Technical Discipline is highly desired.
• PMP (preferred)
• Must be able to pass a comprehensive criminal background check and be able to begin work within three weeks of selection for engagement
1. Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter- related project tasks.
2. Manages teams of contract Support Personnel at multiple locations.
3. Maintains and manages the client interface at the senior levels of the client organization.
4. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs.
