DC Department of Employment Service is seeking a Senior Level Business Analyst to provide application development support for the District of Columbia’s UI Enhancement Project.

The BA is required to elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis. Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional requirements (Business Requirements Document), GUI, Screen and Interface designs), swim lanes, RACI, workflow diagram, process steps, system touch points, system fields, system data definitions, user training information. Identify system requirements from the information collected from users. Develops use cases and requirements for agile projects including leading refinement sessions. Drive and challenge business units on their assumptions of how they will successfully execute their plans. Develop requirements specifications according to standard templates, using natural language. Help users to identify and write business rules. Completes requirements traceability matrix. Define integration specifications. Collaborate with developers and subject matter experts to establish the technical vision, design and analyze tradeoffs between usability and performance needs. Act as liaison between the business units, technology teams and support teams.
CONTRACT JOB DESCRIPTION
Responsibilities: 1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements. 2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operational needs, operation time, and form of desired results. Includes analysis of business, user needs, documentation of requirements, and translation into proper system requirements and specifications. 3. Complete requested BA artifacts including Requirements, Specifications, Traceability Matrix, Use Cases, Test Plans, Testing Outcomes, Refinement, Design, Policy and Procedures, Data Dictionary, Wireframes, Swim lanes, and RACI charts. 4. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment. Minimum Education/Certification Requirements : Bachelor’s degree in Information Technology or related field or equivalent experience; or a current Project Management Professional (PMP) Certification. Prior experience required as a lead BA on project in excess of twenty million dollars in size. 2 + years of experience with successful Agile projects and working within Sprints. Experienced in creating all of the artifacts identified above and the ability to present the information at all levels.
