The Office of the Chief Technology Officer’s (OCTO) Operations program requires the procurement of a Senior Technical Project Manager to be the technical liaison for OCTO. The Senior Technical Grants Manager will provide technical grants management oversight and reporting for OCTO’s grant/federal contracts.
The Senior Technical Grants Manager (STGM) will oversee the management of projects on behalf of OCTO based projects, coordination, financials, reporting and project planning. The successful candidate will be responsible for providing financial, reporting, and compliance guidance for OCTO’s grants portfolio. Project management that adheres to best practices; and will ensure that the assigned project is completed on-time, within scope and budget; and produces an extremely high quality of deliverables. The Grants Manager will act as the project management technical lead and will work with OCTO programs and other project team members, and District agency officials to oversee grants management in support of the assigned project are properly delivered. The selected candidate will be responsible for all aspects of grant management, deliverables and oversight.

Collaborate to analyze grant funding opportunities and participate in the grant recommendation process
1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
3. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
