Complete Description:

The OCME is at a critical juncture as it relates to the way agency data is managed and utilized. It employs a legacy MS SQL-based application, Case Management System (CMS) that has been customized and continues to evolve. A major conversion from MS SQL 8 to MS SQL 2012 is in the planning phase and this new role will be a key component to that effort. Additionally, a new mobile application with a MS SQL backend is under development and must be integrated with the CMS application.

The agency wishes to develop extensive and customizable web dashboards for real-time situational awareness as well as long term data analytics. This new position will be expected to advise and work with the Chief Information Officer to assist with the overall vision and strategy as it relates to managing data sets and yielding quantifiable, useful analytics. The position will engage existing partners as well as new vendors in an effort to deliver a unified and integrated user interface. The development component is critical, but the ability to interact in a dynamic environment and communicate effectively with varying technical skill levels is paramount.

This position will also be intrinsically involved in developing a free (to District residents) Safe Sleep and Infant Developmental Milestone (through the first year of life) mobile application for parents with newborn infants. The application would provide educational pop-ups on safe sleep tips, infant soothing tips, developmental milestones, immunizations and well-child visit target timeframes as well as what you can expect at different intervals of parenting. The incumbent in this position would create the mobile application and there would be strong partnership and deference given to the Department of Health who would have enormous input into content development.

Duties: Execute the OCME’s agenda to meet benchmark and deliverable dates pertaining to the creation of a mobile application for decedent tracking on Apple platform.

Serve as the agency’s premiere resource as it relates to Mobile Application Development and Microsoft SQL Server and the continued development and evolution of the agency’s case management system, CMS.

Plan and assist with database migrations and integrations. Guide application development by assessing existing operational processes and engineering those into the CMS application.

Project manage all phases of mobile application development to include developing a project outline and determining priorities and completion dates, engage public and private partners in application based content, execute mobile application design and development and provide support for day-to-day IT issues as required.

Responsibilities include day-to-day planning and activities for development, testing and deployment of Access and SQL databases.

Work with external agencies and partner vendors to plan, deploy, and support all agency SQL database applications.

Provide client side support and configuration services for SQL applications.
Assist CIO as needed with day-to-day IT support issues.
Desired Credentials: Microsoft Certified Database Administrator
Certification in Mobile Application Development

1. Coordinates IT project management, engineering, maintenance, QA, and risk management.
2. Plans, coordinates, and monitors project activities.
3. Develops technical applications to support users.
4. Develops, implements, maintains and enforces documented standards and procedures for the design, development, installation, modification, and documentation of assigned systems.
5. Provides training for system products and procedures.
6. Performs application upgrades.
7. Performs, monitoring, maintenance, or reporting on real- time databases, real-time network and serial data communications, and real-time graphics and logic applications.
8. Troubleshoots problems.
9. Ensures project life-cycle is in compliance with District standards and procedures.
