Skills/Required Years of Experience:

Experience as an IT Business Analyst (Required 6 years)

Experience developing RFIs and/or RFPs for major critical systems. (Required 6 years)
Expert with MS Office tools (Visio, PowerPoint, Word & Excel) (Required 6 years)

Experience as a technical writer in a software/application development environment. (Required 6 years)

Complete Description:

The IT Business Analyst (“BA”) will support the Department of Employment Services’ (DOES) effort in enhancing the current legacy system. The BA will assist preparing documentation of the new business process, training materials, project documentation, testing and testing materials. The Business Analyst will work with the team that is working on new applications and portal to enhance the aging Unemployment Insurance Benefit System. The Business Analyst will help manage the requirements, the successive reviews and make sure all updates are made to the documentation. The business analyst will also help with the review of documentation submitted by the vendor to help it is ready for government sign-off and aligned to the PMO artifacts. The Business analyst will also prepare regular project documentation as assigned including updating meeting minutes, tool documentation, necessary project documentation, reviews and lessons learned. Using the familiarity of the requirements, the business analyst will also help participate in the Quality Assurance and Testing of the project artifacts and software.

  1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
  2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
  3. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
    Minimum Education/ Certification Requirements
    Bachelor’s degree in Information Technology or related field or equivalent experience; or a current Project Management Professional (PMP) Certification
