Short Description:

DHCF is looking for a PMO Lead to drive and manage from a senior leadership perspective the DCAS PMO.

Skills/Required Years of Experience:

PMP Certified (Required)
Professional experience managing the Operations and Maintenance for a multi-tiered system. (Required 10 years)
Knowledge of PM Tools such as MS Project; JIRA; SharePoint; Salesforce etc. (Required 7 years)
Experience driving the personnel of a large scale PMO, inclusive of task management and Master Project Management Plan management etc. (Required 7 years)
Experience establishing project policies, procedures, governance etc. (Required 8 years)
Strong knowledge from a Technical Architecture level in areas such as SOA, IAM and other like tools. (Required 6 years)
Professional background working on projects within the Health & Human Service industry. (Desired 6 years)
Professional experience mentoring junior technical staff. (Required 7 years)
Proven ability to manage the day-to-day functions of the projects operational needs. (Required 10 years)
Must have the capacity to work on multiple projects concurrently to meet and exceed project needs. (Required 5 years)
Curam V6 knowledge is highly desired. (Highly desired 5 Years)
Proven ability to quickly assess and mitigate risks in from a Technical & Operational standpoint (Required 6 years)
16+ yrs Software Development Lifecycle experience (Required 16 years)
16+ yrs MS Office/PowerPoint experience (Required 16 years)
16+ yrs requirements gathering and documentation (Required 16 years)

Bachelor’s degree in IT or related field or equivalent experience (Required)

Complete Description:

This position is housed under the Department of Health Care Finance in direct support of the DC Access System (DCAS).

The Department of Health Care Finance is looking for a well-seasoned Program Manager (Technical) who will oversee the various aspects and subsets of the SDLC within the PMO. The resource must have a proven track record of SDLC completion, excellent understanding and ability to implement project management methodologies, proven experience with vendor management and must be well-versed in district policies and procedures.

Responsibilities:

  1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
  2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
  3. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
