Complete Description:

This position is housed under the Department of Health Care Finance (DHCF) and the core role is to support the implementation and creation of the DC Access System (DCAS).

The Department of Health Care Finance is looking for exceptional Curam Certified Program Manager to support the District’s consolidated health and human services eligibility and enrollment, DC Access System (DCAS) implementation project.

DHCF is looking for an individual to manage the implementation and delivery of multiple releases and projects for the DCAS system. The individual will be required to work with and/or oversee multiple vendor teams at DCAS, as well as, business stakeholders from DHCF partner agencies in ensuring that the District specific requirements are being captured, designed and delivered in alignment with the technology components in the DCAS infrastructure stack.

The individual should have experience at the technical architecture level in all of the following technologies – IBM Cúram Social Program Management, Oracle suite of products for Database, IAM and SOA. In addition, the individual should have past experience working as a Senior Project Manager (PMP Certified) in the health and human services space for government agencies and in delivery of State based Marketplaces in accordance with the Affordable Care Act (ACA). The incumbet must have the IBM Curam Techincal Certification.

The characteristics required for all resources on the project are to be able to work independently as well as in teams that include government staff, other ITSA resources and system integrator teams. This is a complex project and requires individuals who are able to work in high performing, fast-pace environments to meet significant deadlines monitored by federal funding agencies.

This individual will be working closely with the DHCF and its partner agencies (DHS/HBX) to ensure the agencies’ priorities are met. This is a position in the DC Access System (DCAS) implementation project

Responsibilities:

  1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
  2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
  3. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
