Short Description:

MPD Information Technology Bureau (ITB) is seeking an experienced Quality Assurance Specialist to assist the PM to develop a NIBRS end to end test plan in the Mark43 Records Management System.

Skills/Required Years of Experience:

6-10 yrs analyzing and solving mathematical and scientific problems affecting system/program performance (Nice to have 6 Years)
Bachelor’s degree in Computer Science, IT or related field or equivalent experience (Required 10 Years)
6-10 yrs developing software quality assurance plans (Required 6 Years)
6-10 yrs developing test plans and procedures (Required 6 Years)
2 years Developing test plans and procedures with FBI UCR NIBRS Program (Highly desired 2 Years)
NIBRS Code Mappings and NIBRS data elements a must (Highly desired 1 Year)
Experiences working on a team doing NIBRS implementation for FBI go live in January 2021 (Required 1 Year)
Working Experience with statistical and business intelligence tools such as Tableau or Cognos. (Highly desired 3 Years)
Expertise in Microsoft Office suite (Required 6 Years)

Complete Description:

MPD Information Technology Bureau (ITB) is seeking an experienced Quality Assurance Specialist to assist the PM to develop a NIBRS end to end test plan in the Mark43 Records Management System.
The Quality Assurance (QA) resource will perform testing on the upgraded RMS to make sure the developed system is NIBRS compliant and has all the required data elements as per the NIBRS readiness specification. The QA Analyst will assist in executing the plan and managing all activities in the plan to ensure that all the objectives are met and the new NIBRS Module works as expected. The QA Analyst will work collaboratively within the IT department and business units to execute and validate all test scenarios and identify any potential issues so they can be fixed before the product goes live.
This is a 100% project-based position with an anticipated term end of March 2021, at which time the term of this position would also end.

Responsibilities for Quality Assurance Position
• Working together with the Data Quality team to assess the Record Management System (RMS) product problems and brainstorm solutions
• Estimating time involved in assuring each RMS test scenarios
• Meeting project deadlines
• Writing and reviewing testing plans
• Conducting audits and reviewing/analyzing data and documentation.
• Developing and implementing procedures and test plans for assuring quality in a system development environment which supports large databases and applications.
• Investigating causes of defects that occur during the testing phase
• Assessing whether employees need training to prevent mistakes due to the introduction of the FBI NIBRS Program data elements
• Suggesting improvements to the RMS application and processes to prevent future mistakes during cut-over to production
• Communicating with other departments such as project management and Data Quality to coordinate scheduling for QA testing
• Reporting discovered defects to all relevant departments and the vendor for correction
• Applying technical skills related to the RMS product being tested (knowledge of NIBRS and crime data)
• Conforming to regulations and standards when it comes to testing and quality assurance Quality Assurance Skills and Qualifications:
• Bachelor’s degree in Information Technology or related field or equivalent experience
• Technical knowledge, Thoroughness, Communication, Risk Assessment, Analysis, Timeliness, Product Testing, Writing, Organization, Multi-tasking, Troubleshooting, Compliance
• Proven ability to solve problems creatively
• Strong familiarity with project management software tools, methodologies, and best practices
• Experience seeing projects through the full life cycle
• Excellent analytical skills
• Strong interpersonal skills and extremely resourceful
• Previous experience with public safety applications will be considered an advantage
• Previous experience with FBI/NIBRS Program implementation will be considered an advantage
• Become a subject matter expert on the FBI Uniform Crime Reporting NIBRS Program for QA purposes
• Perform quality assurance audits of police reports, and database. Make necessary adjustments as
• required.
• Complete periodic Quality Assurance status reporting and presentations as required by supervisor.
• Assist in development of transition plans, technical guides, and reporting tools.
• Perform adhoc need based functions related to data analysis, auditing, and crime report review and reporting.

Qualifications & Requirements
• Bachelor’s degree in criminal justice, criminology, public policy, statistics, or related field. Master’s degree
• 6 years of full-time work experience required (with a focus in QA, crime analysis, data analysis, or auditing)
• Expertise in Microsoft Office suite, and working knowledge of statistical and business intelligence tools such as
Tableau or Cognos.
• Ability to establish good working relationships and can communicate effectively with internal and external
• Appropriately handle sensitive information with the ability to multitask and prioritize.
