Experience aligning IT strategy and planning with the company’s business goals. (Required 16 Years)
Business Process Engineering and Documentation (Required 12 Years)

Complete Description:

The IT Project Manager shall define the exchange specifications and requirements and work with the team of contractors to ensure successful development of the DOES enterprise solution. This position shall serve as the Subject Matter Expert on the development and implementation of the project.

The IT Project Manager shall be involved in the development of project plans and often provide project management skills when these skills are not available in other project participants. In addition, the IT Project Manager shall research, evaluate and recommend architectural framework, technology solutions, and implementation strategies.

This position will negotiate agreements to resolve differing and competing needs and priorities based on needs, requirements and resources while serving as a liaison the various departments at DOES and external stakeholders. This includes, but is not limited to, delivering weekly and monthly presentations on the status of the DataWorks Project to the Project Management/Oversight Team, Executive Team, Senior Managers, and other agencies in the District of Columbia. These presentations will be used to ensure effective communication, illustration of the advancement of project goals, and manage expectations for the DataWorks Project.

Implementation (transition) requirements are capabilities or behaviors required to enable transition from the current state of the enterprise to the desired future state, and an eventual set-up for a permanent on-site DOES Data Office.

Requirement Qualifications & Expertise
The ideal candidate will have experience creating a solution prototype, experience in leading agency architectural assessments, designing integration strategy with other enterprise systems and sister agency databases.

• Experience delivering highly scalable architecture solution that supports mobile and web
• Experienced in web technologies with mobile app design experience
• Experience with large complex data sets

The IT Project Manager will oversee and coordinate all aspects of the DataWorks Project.
DataWorks, which was launched in early 2020, is the DOES multi-year project to improve, standardize, and modernize DOES data management and data use practices to ensure that we have accurate and reliable data, have readily available data that are consistently used to make well-informed decisions, and regularly release appropriate and accurate data to the public to improve transparency and confidence in DOES. The 7 main goals of the project are:

  1. Establish a data governance program
  2. Perform a comprehensive data gap analysis
  3. Design a master data architecture
  4. Create a data warehouse for all DOES data assets
  5. Develop a front-end application to the data warehouse for staff to easily access all workforce data and monitor program status in real-time
  6. Create public data portal to help residents make more informed decisions about workforce opportunities
  7. Improve interagency data integration.
