Healthcare Policy IT Policy Integration Officer (HPIPIO) – The contractor shall provide expert level health and human services policy guidance on all DCAS specific programs throughout the entire life-cycle of the project. The contractor shall assess and approve system wide policy requirements for DCAS. The contractor shall provide guidance and policy SME to all system implementers. The contractor shall drive both strategic and tactical recommendations for DCAS on policy integration for DCAS. The contractor shall provide guidance and coaching to junior health and human services policy professionals. The contractor shall monitor, track and escalate all healthcare policy issues that may affect DCAS and/or affect compliance of state and federal regulatory requirements. The contractor shall plan, coordinate, and drive cluster agency sessions geared towards the proactive collaboration of healthcare policy requirements and client and customer needs into the development of DCAS. The contractor shall develop a strong relationship with the DCAS Director and technical leads to ensure system compliance. The contractor shall recommend policies, procedures and best practices to increase efficiencies with policy integration. The contractor shall serve as a subject matter expert for the DCAS team on District policy-related issues impacting the District health and humans services cluster agencies (DHCF/DHS/HBX) involved with the implementation of DCAS, with both state and federal policy/regulatory focus. The contractor shall provide policy and programmatic expertise across the project to solve complex system problems and engage business and IT teams with novel solutions and ideas. Many projects will be related to DCAS interactions with state Medicaid programs, SNAP/TANF, and locally funded programs; includes working with sister agencies to assess and/or propose strategies for expanding access to programs and outlining the impact of federal and state policy actions around DCAS programs, such as regulations impacting ACA. The contractor shall lead both strategic and tactical recommendations for DCAS on policy integration work necessary to implement DCAS. The contractor shall serve as the point of DCAS is to be an integrated eligibility solution. The contractor shall engage policy staff across the cluster to achieve objectives.

Budget Manager (BM) – The contractor shall lead, develop, recommend, defend, and monitor complex budgets. The contractor shall perform complex financial management analysis; assist and advise management on budget and financial issues; perform financial research and analysis; prepare financial reports; prepare budget revisions and reconciles budget and expenditures to reimbursements. The contractor shall lead technically complex research and financial analyses on fiscal and financial matters; analyze and review prior expenditures; grant balances and fund sources; develop financial models and prepare financial forecasts, cost projections and recommendations. The contractor shall design and assess a project’s tracking expenditure methods geared towards assessing approved budget and cost allocation that have been established. The contractor shall compile expenditure date
relative to reimbursement paid by Department of Healthcare Finance (DHCF) and maintains historical data detailing financial and historical trends. The contractor shall apply cost allocation formulas for the calculation of federal/local shares in the funding of project budget. The contractor shall review financial transactions for monthly reporting to ensure expenditures are aligned with proposed spending in the Advanced Planning Document (APD). The contractor shall design and develops spreadsheets and uses data analytics to trend APD expenditures by funding sources. The contractor shall consult/work with program staff in the development of program enhancement requests during budget formulation. The contractor shall review and prepare reports as required by the Council, Mayor and other entities. The contractor shall work with the CFO and agency staff to ensure that DHCF remains in compliance with the Prompt Payment Act, Quick Payment Act, and District Contract and Compliance regulations. The contractor shall assist in a senior capacity with program and contract staff in the review of price proposal from RFP submitted by DHCF and guides them on any financial matters that have an impact on budget.

Training/OCM Lead- The contractor shall design, drive, manage, measure, and report all training activities related to the DCAS project. The contractor shall design and implement sessions for all DCAS related functionalities. The  contractor shall be required to have excellent analytical and presentation skills as training modules often require iterations. Mediums include: Online/E-learning modules, Stand-up training, leadership training modules, job-aids, and training scripts, group sessions, internal and external staff, customer training and Knowledge and Transfer of Information (KATI) portfolios. The contractor shall function as the POC and senior SME for DCAS training for partner agencies, stakeholders, executive leadership and the PMO. The contractor shall develop concise reports for measuring the progress of the training work stream.
The contractor shall update the MPP for all training related successes, issues and blockages. The contractor shall escalate all training/OCM related issues to the PMO.
The contractor shall develop business processes for all training modules and initiatives.
The contractor shall function as the primary liaison between the DCAS project and aligned stakeholders for all training related activities. The contractor shall develop and document all training modules and requirements for transparency and project tracking.

The contractor shall be required to present to stakeholders, partner agencies, and project staff the overall project health and deliverables. The contractor shall assist in the design and mitigation plans for activities affecting the overall MPP. The contractor shall assist in the design and management of the DCAS MPP. The contractor shall function as the project’s internal SME for all project management procedures and methodologies. The contractor shall work with the DCAS Director, technical lead, and the back-office team to ensure overall goals and health are measured and reflected in the MPP and aligned correctly to the APD.
