Complete Description
The objective of this project is to reclaim service and fiscal history for current or separated members of the retirement system comprised of Firefighters, Police Officers, and Teachers by using current and yet to be developed tools in the District’s PeopleSoft system.
Historical data available from legacy systems, paper personnel files, and scanned documents will be loaded into the current PeopleSoft environment where it will then be analyzed and corrected via an OCTO approved portal.
For DCRB’s continued use, OCTO will provide DCRB a read only copy of the PeopleSoft production environment that will be refreshed on a nightly basis. This will allow DCRB to begin querying and analyzing data to improve data quality.
DCRB will be the project manager partnering with OCTO, and will start working on a high-level project plan, stakeholder expectations, resource and cost estimation, and funding details.
The following are a number of requirements and tasks that the contractor must project manage and oversee as the Technical Project Manager as a part of the scope of work:
-Project Initiation and Planning: Develop project charter and management plan
-Scope Definition: Working with project stakeholders, develop scope definition document
-Requirements Document: Oversee and manage the development of the functional and technical requirements document
-Proof of Concept / Prototype: Manage the development/configuration and delivery of a conference room pilot that consists of a proof concept and prototype presentation
-Business Process Diagrams: Manage the development of Business Process Diagrams that cover end-to-end processes
-Interface / Analytical Tools: Manage the development of any interfaces or analytical tools
-Configuration / Development: Manage the configuration and development efforts
-Testing: Manage the planning and execution of overall project testing including, unit, system, integration, user acceptance, load, stress and performance testing activities
-Project Management and Coordination: Partnering with the OCTO project manager, execute the project management and charter plan and ensure successful delivery of the project. Provide periodic and ad-hoc reporting to stakeholders as necessary
-Organizational Change Management: Oversee the planning and execution of the Organizational Change Management including Training, Job-Aides, SOP’s and Communications Plan
-Deployment and Go-live: Manage the development of the project dry-run and cut-over plan. Manage the execution of the deployment tasks
-System and Process Stabilization: Assist users and the entire stakeholder community with system and process stabilization activities after go-live
-Operations and Maintenance: Assist users and the entire stakeholder community with operations and maintenance tasks including defects and enhancement opportunities
