DC OCFO is currently seeking an Oracle Hyperion Public Sector Planning & Budgeting Technical Analyst.
DC-Gov is looking for Oracle Hyperion Technical Analyst to assist the District’s Budget Management and Planning System (BMAPS) Project Team. The position will play a key role in assessing the technical deliverables submitted by third party vendor, understanding and improving their implementation strategy, and providing application testing support to the DC Government. This role will serve as a partner with the District’s in-house business functional lead and Technical Project Manager and involve extensively in testing and training of end-users or training the trainer.
Responsibilities for this role include but are not limited to-
• Responsible for assessing the design, code and testing for multiple functions with highly complex technical requirements related to all Hyperion Public Sector Planning and Budgeting module
• Assess technical scope, requirements, business and technical designs and/or maintenance activities
• Ensures that architecture deployment and environment are in conformity with industry best practices; interacts extensively with Finance Functional Analyst
• Assists with all technical expertise related to UPK creation and ensures accuracy of import of data associated with data forms, journals, reports, workspace pages, calculations, data grids, etc.
• Study and ensure all integration and ETL related activities are in conformity with District’s specific requirements
• Tests complex Calculation Manager rules including, allocations, business rules, scripts, consolidation, etc.
• Recognizes where issues lie and formulates strategies to address
• Provides expertise related to all relational and multi-dimensional database requirements
• Responsible for contributing to the overall success of the implementation
• Responsible for the leading the user acceptance testing, integration and other forms of testing the application
• Responsible for uploading and maintaining the functional requirements and testing activities of HP Quality Center
• Provide necessary communication to Project Manager related to project status and issues requiring resolution
• Has expertise with latest versions of Oracle Hyperion product releases and differences between versions/upgrades
Qualifications for this role are-
• Possesses a senior level understanding of IT concepts, including database concept structures, software/application development techniques and testing techniques
• Bachelor’s degree or equivalent in an IT-related field with at least 7 years related experience.
• Desired candidate will carry a minimum of 5 years experience implementing Essbase and Hyperion applications for mid to large size organizations.
• Hyperion Essbase and Planning Certification a major plus.
• Extensive experience designing and implementing new cubes in Hyperion Essbase. Test the dimension properties prior to deployment in order to ensure optimum performance.
• Strong experience with PL/SQL. Test the integration, meta-data, and data upload.
• Strong verbal and written communications skills.
• Public Sector Financial Reporting experience – Nice to have
• Experience with Oracle EBS, OBIEE, and experience with integration/ETL tools including, FDM, ODI, Analytics Link, and ERPi preferred.
• Extensive experience with building and modifying Financial Reports (FR) and/or WebAnalysis (Dashboards).
• Solid interpersonal skills and the ability to effectively organize and communicate across functional and technical lines are critical. User Training experience preferred.
• Have a thorough understanding of writing test scripts and test cases and executing them as well as provide guidance to the user community with limited technical skills
• Have worked with HP Quality Center for requirements management and testing activities
• Ability to work independently with minimal supervision.
• Ability to collaborate with a diverse set of business customers and drive consensus when dealing with conflicting requirements.
