Business Process Analyst with knowledge and experience in the area of Special Education at the State Level. Must be familiar with the Individuals with Disabilities Education Improvement Act (IDEA).
The Office of the State Superintendent of Education (OSSE) is seeking a qualified Business Analyst (BA) with knowledge and experience in the areas of business process engineering and special education systems at the state education level. The BA must have experience with the development and deployment of .NET products as well as COTS implementations. The BA will lead JAD and focus group sessions with the business units to gather the requirements necessary to develop the System Requirements Specification (SRS) resulting in the development of the SRS and Use Cases to used by the COTS vendor to meet the business functional requirements. The BA will work with business units and report to the OCIO Applications Director.
Candidate must possess OUTSTANDING verbal and written communications skills. Candidate must demonstrate superb leadership, planning and organizational skills.

Business Process Documentation (Required 8 Years)
.Net Development Project Experience (Required 4 Years)
IT Systems Assessment (Required 5 Years)
Microsoft Visio (Required 5 Years)
Microsoft Word (Required 8 Years)
Ability to synthesize client requirements into technical specifications (Required 8 Years)
Detail oriented and Excellent verbal and written communication (Required 8 Years)
Proficient in Excel (Pivot Tables, Vlookup functions) (Required 5 Years)
Ability to generate functional and technical requirements documentation (Required 8 Years)
Ability to lead JAD sessions for small groups of users (Required 8 Years)
Ability to create user guides/manuals based on final technical product spec (Required 8 Years)
Knowledge of Emerging rapid development on Ruby on Rails and IronSpeed (Required 2 Years)
