284772 – Lead Business Analyst & Requirements Manager

The IT Consultant will serve as the business analyst and requirements manager for DCRA’s Property Information Verification System (PIVS). PIVS is the agency’s enterprise data mart which combines information from several of DCRA’s key operational systems. The PIVS infrastructure is composed of Java components, custom ASP.net code and a SQL Server database. The PIVS front-end application provides information for employees via the DCRA intranet and the public via DCRA’s public website.

The most critical system which links to PIVS is DCRA’s Accela Automation application, so knowledge of Accela Automation is highly desired. The IT Consultant will be responsible for gathering application requirements and working with the team of developers who are supporting PIVS. The IT Consultant should be knowledgeable of address/parcel-matching and cleansing algorithms as PIVS is an address/parcel centric application.
Consults with client or department heads to define need or problem, conducts research, performs studies and surveys to obtain data, and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. Requires knowledge in fields defined as information technology, computer programming, computer security, computer systems analysis, database management, information systems, Internet applications and development, software development, and related fields.

This position is funded for 600 hours, and based how many hours worked per week (may be under 40 for some weeks) end date will be extended to use all hours.

Experience with Data modeling (Required 5  Years)
Experience with Accela Automation (Highly desired 2  Years)
Exp with municipal permitting, inspections and/or code compliance processes (Highly desired 2  Years)
Experience with address matching and cleansing systems (Highly desired 2  Years)
Knowledge of DC Government’s Master Address Repository (MAR) (Highly desired 2  Years)
