Complete Description
The District of Columbia requires a senor business analyst to create and document a concept of operations for the new health benefits exchange authority, and how it will interact with health and human services agencies in the District government; federal agencies and data hubs such as MME and HHS; and other regional, non-profit and
health organizations in the region.
Contractor will work with staff from OCTO and the newly formed Health Benefit Authority to create a business model, process model, roles and responsibilities matrix, and concept of operations for evolving ecosystem around health care information and benefits exchanges in the District of Columbia and surrounding regional partners.

Requested Skill/Experience Required
Master’s Degree  – Required
Business analysis, financial analysis, and business process re-engineering experience in the health or health information fields (Required 8 Years)
Business intelligence implementation experience in health care information field (Required 2 Years)
Experience and high degree of proficiency with Excel and PowerPoint (Required 5 Years)
Experience designing and generating reports, graphs, and dashboards using business intelligence and reporting platforms (Required 2 Years)
Experience implementing health care billing and scheduling systems in major hospital or health insurance providers (Required 2 Years)
Experience in area of financing health care products or companies (Required 2 Years)
Experience in one of the following business domains: Medicaid/Medicare Billing; Health Care Finance; Hospital operations (Required 2 Years)
Exp. in leading executive level meetings and/or presentations (Required 3 Years)
Exp re-engineering bus. processes identifying/reducing operational inefficiencies in a health care provider, hospital, or health care information field (Required 5 Years)

Contractor must have demonstrated experience interacting with, presenting to, and managing senior executive stakeholders in the health care industry.
