The strategic planning analyst will be responsible for developing short and long-term goals and strategic objectives for the District of Columbia Homeland Security and Emergency Management Agency. The strategic planning analyst identifies, analyzes, and monitors issues that affect growth, efficiencies, interoperability and productivity. The strategic planning analyst is also responsible for recommending financial and non-financial strategic alternatives to current business processes, as well as, developing and maintaining operational plans to meet agency’s objectives.
The position requires a bachelor’s degree and 10-13 years of experience in the field or in a related area. The strategic planning analyst must be familiar with a variety of the field’s concepts, practices, and procedures. The candidate selected will have extensive experience in planning and accomplishing enterprise-level goals within governmental agencies, particularly Public Safety agencies. A wide degree of creativity and latitude is expected in the performance of duties and being able to self-manage their time and activities. The strategic planning analyst reports to the CIO.
Required Experience:
IT Strategic Planning (10 Years)
State/Local/Federal Gov & private IT Systems Requirements Analysis (10 Years)
Emergency Services – Processes and Technology experience (3 Years)
Business case development and financial justification analysis (8 Years)
Experienced developing multi-phased plans (8 Years)
IT systems implementation experience (Highly desired)
Experienced with strategic planning analysis tools and models. (6 Years)
Secret Clearance (Required)
Question 1:
Selected candidate will work onsite up to 40 hours/week, be supplied with a work area, desk telephone, network connection, printing capability and power. Some remote work may be possible.
Question 2:
The selected candidate is required to supply their own laptop computer, pre-loaded with all necessary applications (MS Office, Adobe Professional, Visio, etc) required to meet the objectives and tasks of this position. In addition, a valid copy of Norton or McAfee antivirus software shall be installed on the vendor provided laptop.
Question 3:
Candidates should bring to the interview some sort of work product previously produced. This could be an IT strategic plan for both government and private clients
