Complete Description:
The OCFO technology team is seeking PeopleSoft Functional Analyst/IRR specialist to diagnose, document, and repair ongoing issues of Individual Retirement Records (IRR) in the District’s PeopleSoft Human Capital Management (HCM).
PeopleSoft HCM is the current District wide HCM platform and provides a web-enabled, integrated platform for the District’s HR/Payroll needs.
The PeopleSoft Functional Analyst will analyze, perform root cause analysis, and develop fixes various issues encountered by the District when processing Individual Retirement Records (IRR) for former and current District employees.
The PeopleSoft Functional Analyst shall have experience including (but not limited to):
•Perform functional analysis, planning, requirements definition.
a. Work with Business Users to gather and document requirements to apply system solutions to business needs.
b. Identify and document business processes.
c. Document system enhancement proposals, outline issues, alternatives and provide recommendations detailing performance, costs, scheduling, time and benefits.
d. Understand and adhere to documentation standards, file design and storage.
•Understanding of the IRR process (setup of IRR remarks, setup of NOA codes, IRR reportability for earnings codes, and association of Personnel Action Request (PAR) remarks with IRRs).
•Expert knowledge and understanding of viewing and maintaining employee IRR data
•Expert knowledge of IRR control information and creating IRR worksheets for current and separated employees.
•Expert knowledge of supplemental and correction IRR entries
•Expert knowledge and understanding of accumulation and adjustment of IRR fiscal data
•Understanding of United States Office of Personnel Management (OPM) forms SF-2807, SF-2806, SF-2806-1, SF-3100, SF-3101 and SF-3103 IRRs
•Evaluate / scan current IRR data and reconcile service and fiscal history between the IRR records and HR / Payroll data. Design and develop strategy and software to repair identified mismatches
•Identify current application issues and provide all necessary configuration / setup / code fixes to support and maintain IRR process overall and all its components once the data mismatches are identified and fixed

Two or more implementations of Benefits Administration and Payroll (Required 5 Years)
Configuration of PeopleSoft Payroll (Required 2 Years)
PeopleSoft US Federal product experience (Required 1 Year)
Business Process Design for Payroll (Required 3 Years)
PeopleSoft IRR Processing, worksheets, adjustment process (Required 4 Years)
Exp setting up IRR Reportable Nature of Action (NOA) codes (Required 4 Years)
Exp associating Personnel Action Request (PAR) remarks with IRRs (Required 4 Years)
Exp viewing and maintaining Employee IRR Data (Required 4Years)
Exp with IRR worksheets (Required 4 Years)
Exp with Final IRR Generation (Required 4 Years)
Experience with ROST Reports (Required 4 Years)
