The selected candidates will be PMs for the Department of Health Care Finance (DHCF) Health Insurance Exchange (HIX)design, development and implementation project. DHCF’s Health Care Reform & Innovation Administration has a need for a senior technical project manager. The senior technical project managers will serve as project managers as DHCF works with the District’s Department of Human Services to establish a Health Insurance Exchange as required by the Patient Protection and Affordable Care Act. The senior technical project managers will work with DHCF to finalize business process and technical requirements for Health Insurance Exchange. Additionally, the senior project managers will actively participate in the drafting of RFPs and vendor selection process associated with the creation of the Exchange. Once the technical solution has been selected by DHCF, the technical project managers will work with the selected vendors to oversee the solution implementation, ensuring that project deliverables and timelines have been met as required by the contract. Additionally, the Health Insurance Exchange will require interfacing with the District’s Eligibility and Enrollment system. The technical project managers will ensure that the interface meets the requirements specified in the Patient Protection and Affordable Care Act and continues to support the Medicaid agency’s eligibility-related business processes.

Required Experience:
Experience with Oracle Enterprise Suite (2 Years)
CMS Advance Planning Document Development (2 Years)
Extensive Experience Writing Technical Requests for Proposals (2 Years)
Master’s Degree (engineering, computer science, or telecommunications) (Highly desired)
Project Management Experience (8 Years)
Experience with implementing enterprise-wide applications (2 Years)
Experience with phases of the System Development Life Cycle (SDLC) (1 Years)
Business Transformation Experience (1 Years)
Knowledge of the CMS / CCIIO Health Insurance Exchange requirements (Highly desired)
