DC.Gov is the District’s official, government web portal, consisting of over over 100 District agency and sub portal websites, 150 web forms, and 200 online applications.

OCTO is currently in the middle of a project to migrate all District agency websites from DC.Gov’s current content management systems (DSF and OpenText) to a new Drupal platform. The migration will include converting the websites to a new look and feel that has already been developed by OCTO. Ongoing enhancements are being made to the new Drupal platform.

In addition, OCTO is developing a mobile version of DC.Gov and exploring other new technologies associated with the portal (search engines, forms development, etc.)

The project team needs a senior business analyst who can step in immediately and assist with requirements gathering, documentation and research on functionality and technology that is being considered and deployed.

The candidate will work with other business analaysts, web editors, project managers, and web developers.

This phase of the project is expected to last approximately 6 months but may extend into FY13, depending on the progress made this fiscal year.

Meets with customers and creates designs and web prototypes; uses software tools to gather requirements, analyzes needs, identifies risks, proposes designs, documents, and carries out analysis.

Works with the Office of the Chief Technology Officer and the agency to document websites, databases, and business processes and procedures for web maintenance and web content creation using Drupal. Analyzes and documents business processes to be supported with these websites. Recommends enhancements to the DC.Gov portal as it is migrated over to the new CMS.

Ability to analyze system processes and write user manuals for non-technical users to include step-by-step procedures and diagrams.

Analyzes content to improve 508 compliance, web usability, risk management, and integrity.

Works in close collaboration with web editors and developers in a fast paced deliverable driven environment to facilitate accurate translation of business requirements to web solutions.

Familiarity with Drupal and with website conversions are highly desirable. Although the principal role is that of a business analyst, the ability to manage tasks and dependent tasks are contemplated as part of this position.

Familiarity with open source technology, mobile website and mobile application development will be given special consideration.

Consults with staff or department heads to define needs or problems, conducts research, performs studies and surveys to obtain data, and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. Requires knowledge in fields defined as information technology, computer programming, computer security, computer systems analysis, database management, information systems, Internet applications and development, software development, and related fields.

Able to work independently as well as cooperatively as part of various sized teams and with various levels in the organization. Able to work effectively in a fast-paced IT environment with quickly changing priorities. Excellent people and writing skills.

Are you available for weekend and evening on call duty shifts? (A rotating assignment among team members.)
