HSEMA’s Grants Division is seeking a contractor to assist in developing a work flow management system in conjunction with a TBD vendor. The system will be:
–Self-provisioning for subgrantees
–Internet based

Responsibilities: The hired project manager will:
•Have knowledge of the grants process and understand grants management at both the local and federal level
•Have understanding of local jurisdiction engagement in National Capital Region grants funded project
•Execute the project plan as laid out by developed requirements and work flow
•Understanding of business analytics tools and its implementation
•Make recommendations which will improve the work flow and work flow management
•Use his/her technical and project management skills and aid the agency in selecting a vendor for deployment
•Ensure all test cases needed to roll out defect free implementation is tested. This includes (but not limited to) test bed creation, testing strategy and roll-out strategy
•Thoroughly understand vision and business problem, and provide strong technical and operations analysis
•Handle all project related documentations (project plan, SOW, acceptance document, etc)
•Present project progress and where deemed necessary demonstration of progress
•Must take ownership of the entire project—raising issues, concerns, questions where applicable.

Required Experience:
BS/BA or higher required.
Direct background in process engineering and improvement role (7  Years)
IT implementation as project manager or project lead capacity  (5  Years)
Experience in requirements gathering (4  Years)
Experience with usability standards (3  Years)
Experience in implementation of projects with database designs & data marts (4  Years)
Experience with system acceptance testing and client acceptance testing (4  Years)
Service or financial experience industry experience (Desired)
Good presentation skills (Desired)
Knowledge of business analytics tools and grants experience (Highly desired)

Candidates should bring to the interview some sort of work product previously produced. This could be:
•a powerpoint update which they did when they wrapped up the project
•training manual with accompanying talking points
•It is left to them to judge what is best to demonstrate what they’ve done previously
