DC Government: Location Web Applications: 1100 15th St NW, 9th Floor 20005
Meets with customer and creates designs; uses software tools to gather requirements, analyze needs, propose designs, documents, and carry out analysis.
Works with Office of the Chief Technology Officer (OCTO) and other District agencies to document current applications in depth, determine business processes to be supported with current or new applications, performs technology assesments based in business requirements, performs market analysis to identify COTS packages suitable for program needs.
Analyze data to improve security, risk management, and integrity.
Work with other areas in the Office of the Chief Technology Officer (OCTO) to upgrade applications.
Work with agency staff to create Statements of Work to provide technology solutions. Assist in vendor software evaluations; make recommendations on particular off-the-shelf products; building applications in house, and using non-technology solutions.
Work in close collaboration with developers in a fast paced deliverable driven environment to facilitate accurate translation of business requirements to IT solutions.
Conduct Deliverable reviews independently with the development team as well as the client, conduct demos and training sessions for clients.
Assist testing team in reviewing defects and providing requirements/design clarification.

Required Experience:
Analyze business & technical processes (Required 12 Years)
Business Process Reengineering; Business Performance Improvement (Required 10 Years)
Documentation experience in IT specifications, business rules & flow (Required 12 Years)
SDLC including requirements, QA & deployment (Required 12 Years)
Solving bus. & Tech. problems independently, creating innovative solutions (Required 10 Years)
Verbal and written communication (Required 10 Years)
Unified Modeling Language (Highly desired)
