Complete Description:
OCTO’s Web Maintenance Team is responsible for maintaining the web standards and publishing processes for District of Columbia government web properties that make up the DC.Gov web portal. The portal educates and informs District residents and other interested parties to the various policies, programs, services and systems that constitute the District Government. The team manages website content publication workflow; provides editorial and standards oversight for all content, troubleshoots minor issues and responds to emergency situations that require immediate public notification; and assists and advises other District projects in integrating new content into the DC.Gov web portal.

The Web Maintenance Team is currently in the middle of a project to migrate all District agency websites from DC.Gov’s current content management systems (DSF and OpenText) to a new Drupal platform. This phase of the project anticipates migrating approximately 50 websites to this platform of which half are already done. The migration will include converting the websites to a new look and feel that has already been developed by OCTO. A business analyst will be expected to work on several agency websites concurrently.
Transition activities include managing agency client expectations, explaining technical concepts to non-technical people, assisting the agency with developing a new information architecture, etc. The candidate will work with a web editor on the development of the site architecture. The candidate will follow universal content management principles as well as District of Columbia web standards throughout content migration efforts. It is the candidate’s responsibility to become familiar with District of Columbia terminology, District services and the agencies that provide such services. Some fact finding and research is required.
This phase of the project is expected to last through September 30, with the possibility of extending into FY13.

Specific responsibilities include:
Meets with customers and creates designs and web prototypes; uses software tools to gather requirements, analyzes needs, identifies risks, proposes designs, documents, and carries out analysis.
Works with the Office of the Chief Technology Officer and the agency to document websites, databases, and business processes and procedures for web maintenance and web content creation using Drupal. Analyzes and documents business processes to be supported with these websites. Recommends enhancements to the DC.Gov portal as it is migrated over to the new CMS.
Ability to analyze system processes and write user manuals for non-technical users to include step-by-step procedures and diagrams.
Analyzes content to improve 508 compliance, web usability, risk management, and integrity.
Develops the final information architecture / sitemap for the agency website, including taxonomy.
Works in close collaboration with web editors and developers in a  facilitate accurate translation of business requirements to web solutions.
Familiarity with Drupal or other similar Content Management Systems (e.g. WordPress) and with website conversions are highly desirable. Although the principal role is that of a business analyst, the ability to manage tasks and dependent tasks are contemplated as part of this position.
