The District’s Department of Health Care Finance (DHCF) and Department of Insurance, Securities and Banking (DISB) will need to add skilled resources to a team of government staff for the purposes of implementing a health insurance exchange (HIX).
The District will be utilizing ITSA resources throughout the requirements gathering, design, and implementation of the HIX. This request is for one resource during the planning and requirements phase that will detail the business processes that will be used by the Department of Insurance, Securities, and Banking within the health insurance exchange. The aforementioned resource will work primarily with the Department of Insurance, Securities, and Banking to capture the business process flows for Plan Management, Financial Management, and Consumer Market as defined by the Centers for Medicare and Medicaid Services (CMS) to generate a requirements document that will be used in the procurement of a system integration vendor. The District’s Health Insurance Exchange IT workgroup will be working closely with the HIX Requirements Vendor funded by DHCF Federal Exchange Establishment Grant to help the District evaluate commercial off the shelf software solutions through a Request for Information (RFI) process and to develop a request for proposals to procure a system implementation vendor for building a consolidated exchange, health and human services enrollment, eligibility and case management system for the District. The District may require further augmentation of staff during the build and test phases of the project to ensure transition from the legacy Automated Client Eligibility Determination System (ACEDS) is successful. These phases are scheduled to take place in FY13 and FY14. Project Benefits: The project is in response to changes mandated by the Patient Protection Affordable Care Act (PPACA) of 2010 that require the implementation of a new health insurance exchange and eligibility and enrollment system – thereby replacing the legacy ACEDS system that was implemented in 1992.
Candidate must have excellent verbal and written communication skills and be comfortable working alongside other vendors.
Experience gathering, documenting, and establishing requirements traceability using requirements traceability tools (Required 5 Years)
Experience with developing use cases and test case scenarios (Required 4 Years)
Experience with establishing and maintaining a project managment office (PMO) (Required 8 Years)
Experience with managing projects that used the software development life cycle (SDLC) (Required 6 Years)
Experience with project plans and work breakdown structures (WBS) for software development IT projects (Required 6 Years)
Information technology project management experience (Required 8 Years)
Knowledge of Medicaid or commercial insurance (Required 8 Years)
Vendor/contract management experience (Required 5 Years)
Experience working with and/or knowledge of the System for Electronic Rate (Highly desired)
Education Master’s Degree Master’s degree in Computer Science, Information Technology or a related major or a strong Computer Science background.
