The Office of the State Superintendent of Education (OSSE) is seeking a Senior Business Analyst that will support the solicitation and implementation process for an OSSE automated registration process that will serve multiple applications and platforms. The Senior Business Analyst will work with the various business units within OSSE to gather and analyze requirements. The Senior Business Analyst will conduct a review of the final requirements to ensure all business requirements are represented and understood by the business stakeholders. The Senior Business Analyst will author a position paper with options and recommendations to include a buy vs. build. If the final recommendation is a buy, the resource will work with OCP to coordinate, oversee the vendor selection process. (i.e., vendor demonstrations, evaluation team ranking packages, evaluation team working sessions, BAFO meetings and address vendor questions).
Requested Skill/Experience Required
Documented experience as a Senior Business Analyst. (Required 12 Years)
Experience with COTS Grants Management Systems on an Enterprise level (Required 7 Years)
Experience with emerging cloud Single Sign On Systems on an Enterprise level (SaS) (Required 2 Years)
Experience with managing and coordinating the open solicitation vendor evaluation process (Required 7 Years)
Experience with requirements analysis and management. (Required 10 Years)
Experience with the life-cycle of the registration process. (i.e., application, workflow , approvals, final disposition) (Required 7 Years)
Ability to develop test plans and execute test cases. (Highly desired 7 Years)
Ability to develop training materials and deliver end user training (Highly desired 7 Years)
Ability to present technical and processing alternatives to clients to meet business requirements. (Highly desired 3 Years)
Experience with the RFP solicitation process for a COTS IT implementation. (Highly desired 7 Years)
