STATEMENT OF WORK

DC Water is soliciting proposals from qualified respondents to develop a plan to evaluate and strengthen a strong and evolving strategic planning process utilizing a workshop/retreat format for its Board of Directors. The successful respondent will also facilitate the workshop.
Among the goals for this process are:

Evaluation of the current strategic plan and DC Water’s progress to date;
Enhancement of the structure and elements of the Strategic Plan based on DC Water vision, mission and value statements;
Identification of potentially significant new or modified Board policy directives.
The process developed and facilitated by the successful offeror must identify current and likely organizational challenges and opportunities in the context of DC Water’s and the Board’s principal mission, governance structure, business model, customer base, and multijurisdictional service area.
The work product should produce a process that effectively assists the Board of Directors in planning the future direction for DC Water by:
Identifying major institutional challenges in the context of existing Board of Directors ’goals;
Identifying major structural, as well as federal, regional, state and local policy challenges and opportunities;
Planning and organizing workshop sessions that result in effective goal directed discussion;
Facilitating and structuring discussion among DC Water Board members with effective use of the executive management team as a resource;
Appropriately monitoring and recording proceedings;
Producing the highest quality strategic plan work products in a timely manner

SCOPE OF SERVICES

The selected Strategic Planning consultant shall provide a range of products and services that will include but not limited to the following:
Meet with the General Manager and management staff designated by the General Manager, and the Chairman of the Board of Directors, to develop a set of objectives for the strategic planning process, the methodology for evaluating and modifying the strategic plan, retreat objectives for a plan for achieving the objectives, and a program of work defining schedules and the respective roles of the consultant and the DC Water staff;
Develop with the Board Chairman and the General Manager clear purposes and elements required for the consideration of the DC Water Board of Directors Vision, Strategic Plan, and Management Goals and Objectives;
Review of existing surveys, interviews, studies, as well as DC Water’s organizational structure, profile and role in the region, service area/market and regulatory environment. The consultant shall propose to the Board Chairman and the General Manager its recommendation and proposed methodologies for the conduct of this aspect of the project;
Draft agenda for the Strategic Planning Session based on recommendations from the Board Chairman and the General Manager;
Effectively facilitate a strategic planning session for the DC Water Board, the general manager and his executive team;
Provide materials required for the strategic planning session in coordination with the Board Secretary;
Facilitate a review of existing and a process for establishing additional goals, and strategic options for achieving broad-based directives;
Review of the purposes and elements of DC Water’s Board of Directors Vision, Mission, Values and Strategic Plan;
Review of purposes and elements of DC Water’s management goals and objectives;
Facilitate review of best practices in Board level strategic oversight (strategic “key result areas”) – appropriate Board and strategic level measures of organizational progress to monitor success in meeting the Vision and Board Strategic Plan goals;
Develop an updated draft Strategic Plan for review and comment by the Board Chairman, selected Board members, the General Manager;
Provide an approved final Strategic Plan for presentation to DC Water Board of Directors.

There are no reimbursable expenses.
The background check will be conducted, if selected for the position.
