Voting Systems Technical Consultant
1 year contract (1800 hours)
Objective:
The objective of this effort is to provide OLMS (US Department of Labor) with a computer science technologist with expertise in the area of electronic voting systems to provide technical assistance and guidance to OLMS with respect to the investigation of electronic voting systems in union officer elections.
Experience/Qualifications:
– In-depth knowledge of software architecture, hardware, cryptographic protocols and verification systems as applied to electronic voting systems.
– In-depth knowledge of computer science, systems, security, usability, and technology policy.
– In-depth knowledge of election technology, procedure, law and practice.
– Ability to evaluate voting system usability as applied to law and procedure.
– Excellent verbal and written communication skills.
Period of Performance:
From the contract award date through January 31, 2012.
Tasks:
– The contractor shall review and analyze information, data, and documents obtained in the course of OLMS investigation.
– The contractor shall review and analyze OLMS investigative reports and memoranda.
– The contractor shall provide technical assistance, guidance, and recommendations to OLMS staff concerning the review, analysis, and evaluation of the information, data, and documents obtained in the course of investigation and options for additional investigative activity.
– The contractor shall provide such technical assistance, guidance, and recommendations in the following forms:
– Ten (10) private meeting consultations;
– Three (3) written reports.
