Web Portal Developer/ Administrator

NATO secret-Level security clearance or active secret security clearance issued by national authority is required.

Responsibilities
• The day to day maintenance of an internet website with over 2000 registered users
• The analysis of the current website with recommendations for improvements
• The implementation of agreed improvements

Required skills and experience

• Minimum of five (5) years of web design/ Development administration and data base experience with large company, or in the military/government environment.
• Minimum of three (3) years of experience with Microsoft Share Point.
• Minimum of three (3) years writing code in ASP.NET, XML, HTML with a large office, company, or in the military.
• Capable of working in a NATO environment or multi-cultural environment.
• Minimum of one (1) year experience managing a website using WISE or BRITE web hosting software.
• Demonstrable experience in administering and/or managing multiple tasking or activities.
• Demonstrable experience in communicating effectively with customers and clearly articulate finding proposals and briefing senior leadership.
• Vocational certification with a minimum of three years of experience using Microsoft Word, Excel, PowerPoint, and Access.
• Language-English.
• Minimum of High School Diploma or national equivalent
• Formal Training in the IKM/KM field /WEB Portal Developer. Administration field.
• Capable of working independently.
• Capable of effectively liaising (internally and externally) with military and civilian senior management personnel.

Tasks
The work will cover day to day maintenance of the existing TNB web sites and additionally provide expertise on the future TNB web sites. The work on the future web sites will be broken down into two phases.

Phase I will be to analyze current unclassified web portal (https://transnet.act.nato.int) structure, content and IM/KM requirements. Construct and test the web portal solution in Microsoft Share Point. Provide timely documentation and source code for all software associated with the site.

Phase II will be the Population/Maintenance Phase, which will build upon work already completed in Phase I. This phase includes the following subcategories:
a. Migration of data from existing TNB TRANSNET web portal to Microsoft SharePoint.
b. Migration of users from existing TNB TRANSNET web portal to Microsoft SharePoint.
c. Testing to ensure that the website meets all applicable NATO security requirements
d. Provide training of NATO staff on the functionality of the new features and provide a procedure for addressing product problems that arise during the contract period.
e. Performs regular traffic analysis of web portal and database reports as part of IM/KM reviews.
f. Post information, construct additions pages, manage user rights and provide assistance to users.
g. Write, test and maintain any required ASP.NET code for additional functionality.
h. Maintain and manage TNB files on the classified DHS portal.
i. Perform other related web related duties, as required, i.e. promotion of TRANSNET and other TNB related activities (The tasking is subject to change based on emergent requirements).

Contribution to the HQ SACT Objective. The improvement of the Transformation web portal (TRANSNET) helps improve the transfer of Transformational ideas and lessons learned thereby increasing the overall effectiveness of the HQ SACT in its Transformation and transparency efforts.

Deliverables
Within 2 months of starting the contract, the incumbent shall have:
a. Analyzed the current internet website for traffic flow and usability, making improvements as agreed by TNB.
b. Analyzed the current internet website structure, content and IM/KM requirements and presented possible SharePoint web portal solutions to TNB.

After 6 months of starting the contract, the incumbent shall have:
a. Implemented a development site solution for the SharePoint Transnet portal
b. Provided all documentation and source code for any new software (i.e. Microsoft SharePoint) associated with the site.
